Montgomery Unified Development Ordinance (UDO)

The Village of Montgomery is committed to the vision for the future of the community that was developed in the Go Montgomery 2035 Comprehensive Plan, adopted in 2014. To advance the vision and recommendations of this plan, the Village prioritized the creation of a Unified Development Ordinance (UDO).

With help from CMAP's Local Technical Assistance (LTA) program, the Village of Montgomery and local stakeholders have embarked on a community-based process to update and modernize the Village's Zoning and Subdivision Ordinances to create a UDO. The planning process aligns the Village's development regulations, land use practices, and vision for the community with its adopted Comprehensive Plan. Specific topics to be addressed through this project include land use; off-street parking; landscaping; sign requirements; subdivision standards; and updates to the zoning districts and bulk regulations.

The planning process to revise the ordinances includes four main phases. The first phase consists of a detailed review of existing conditions built on information compiled during the comprehensive planning process. Phase two focuses on creating and vetting initial recommendations based on findings from the existing conditions analysis, stakeholder interviews, and public workshops. The third phase encompasses the creation of the UDO that integrates the content of the Zoning and Subdivision Ordinances in one user-friendly document. During the fourth and final phase of the project, the UDO document will be presented for public review and Village Board approval.

Project Updates: October 21, 2020

Staff from CMAP and the Village of Montgomery have completed an initial draft of the UDO. The draft UDO has been sent to the project Steering Committee for review. Following this review, staff from CMAP and the Village of Montgomery will meet with the Steering Committee on November 5 to discuss the content of the UDO and proposed changes by the Steering Committee. Once the draft UDO has been revised, staff from CMAP and the Village of Montgomery will discuss options for residents and local stakeholders to review the UDO and provide comments.

The project's Recommendations Memo is available for residents and stakeholders to review. The Recommendations Memo provides a general assessment of the Village’s existing zoning and subdivision regulations, highlights significant issues, and suggests preliminary recommendations for the UDO. CMAP worked with Village Staff and the project Steering Committee to complete the Recommendations Memo.

For the last two years the Village of Montgomery has collaborated with the Chicago Metropolitan Agency for Planning (CMAP) to develop one ordinance that combines and updates the Zoning Ordinance and Subdivision Control Ordinance. This combined ordinance is referred to as a Unified Development Ordinance (UDO). The UDO covers topics such as where different residences or businesses can be developed, where and what kind of yard structures can be built, and standards for parking, landscaping and signs. The Village is seeking input on the UDO and is offering two forums to discuss the changes.
